Update on Blighted Properties in Spring Glen

Here’s the current status based on what Adam Zonas, Asst. Zoning Enforcement Officer and QVHD wrote.

From QVHD:

1546 Whitney-NOV returned to us unclaimed, house appears abandoned, unable to locate owner

1768 Whitney- From Adam:

  • 1546 Whitney Ave. – NOV & CIT issued, lien filed and fines accruing.  Consider foreclosure. – CIT issued 5/21/14 – 4/12/16 = 693 days/$69,300 fine; per vision appraisal – appraisal valuation year 2015: $262,200 (improvements $148,400 + land $113,800)*Violations have not been abated, fines continue to accrue.  We will check with Town Attorney regarding possibility of further legal action.  QVHD is also involved because of housing code violations.  Its NOV was returned unclaimed and QVHD has been unable to locate the owner.  The house appears to be abandoned.
  • 1768 Whitney Ave. – NOV & CIT issued, lien filed and fines accruing.  Some abatement.  Began other improvements, in progress – CIT issued 7/7/14 – 4/12/16 = 646 days/$64,600 fine; per vision appraisal – appraisal valuation year 2015: $305,700 (improvements $131,700 + land $174,000)*Owner has been working at property throughout last year, most or all violations may have been abated.  QVHD is also involved because of housing code violations.  It referred the case to the State Prosecutor who was working with owner. She was satisfied with progress and closed the case. One violation remains from the original QVHD NOV
  • 20 Filbert St. – NOV & CIT issued, lien filed and fines accruing.  Many trees and bushes/brush on lot removed and dumpster in yard with assorted debris (from interior of house?), but no work on garage and exterior of house – CIT issued 5/21/14 – 4/12/16 = 693 days/$69,300 fine; per vision appraisal – appraisal valuation year 2015: $306,800 (improvements $144,400 + land $162,400)*Abatement in progress.
